ネットスケープを256色環境で使うとき、文字色が216色しか表示されないのは、割と良く知られています。つまり赤・緑・青それぞれのプレーンとも、00・33・66・99・cc・ffの値しかとりません。６×６×６＝216というわけです。どんなにHTMLで色指定しても、その216色のいずれかに最も近い色にされてしまうのです。
256色環境では、実は背景色も同様らしいです。背景色の場合文字色の216色に、ネットスケープのシステムカラーとでも言うべき（おそらく各種描画に使われている）16色が加わり、合計232色となります。これら以外の色を指定すると、232色の中で最も近い色に変えられてしまうか、またはディザで表示されます（背景色が近似色となるかディザとなるかは、［オプション］→［全般の設定］→［画像］→［色の選択］での設定で決まります）。
ベタの背景色なんていちいちディザかけずにパレットひとつつぶしてくれれば良いものを、パレット操作なんてやってはくれません。背景色がディザで表示されてしまうとディザのパターンで文字がつぶれ、おそろしく見づらい画面になってしまいます。
もっともこれは256色環境でのお話であって、65536色以上の環境では、指定通りの背景色にしてくれるようです。しかしネットスケープを65536色以上の環境で使うのは、現在それほど一般的ではないでしょう。従って、文字色・背景色はこれら232色の中から指定するのが、もっとも間違いないということになります。そこで私は232色の色見本、色の値、色の名前と、見かけ上の明るさの一覧表をまとめました。ホームページ作りにご活用ください。

The handling of background color is also quite alike under 256 environment. For backgroud, in addition to 216 colors for text, Netscape uses 16 more colors, that is to say 'Netscape's sysytem colors' maybe for drawing its window, in total 232 colors. If you use the other colors for background, it will be converted to the nearest one of 232 colors, or will be displayed in dither (depending on the setting of 'Options' -> 'General Preferences' -> 'Images' -> 'Choosing Colors').
Wish it would change the palette and use one of them, Netscape doesn't manipulate it. When Netscape draws the background with dither, the dither pattern bites the characters and the window will be very dirty.
Above are the explanation under 256 colors environment, if you use Netscape under hi-color (65536 colors) or higher environment, it displays background color as described. But becouse it is not common now to use Netscape under the environment better than 256, it may be practical to use one of 232 colors in HTML. So I made the list of 232 colors, containing color tips, value, names, and the value of luminance. Use them for your BEAUTIFUL homepage.
